Draft of mailer PV4I planned to send to voters in Puyallup's districts 1 and 2.

JIM KASTAMA & DENNIS KING WARN US …

Kastama's "voter alert" image warning people "It's campaign season! Beware of Mudslinging!"
Incumbent candidate for city council Jim Kastama warns voters to watch out for mudslinging. He apparently can’t distinguish between mud and facts.

Dennis King still has a post featured at the top of his Facebook page responding to information PV4I uncovered about his votes to raise taxes higher than ever before in the history of Puyallup. His post starts with multiple ad-hominem attacks on PV4I in an attempt to distract voters from reading further down the post … where he never denies any of the tax increases, but instead claims the facts are misleading and then tries to justify every tax. The AI image he used tries to dox PV4I Founder & Treasurer Chris Chisholm by making it look like he’s carrying around “False Claims” in his back pocket. Amazingly, King says PV4I is lying when we uncovered the fact that no one could rent the Puyallup Activity Center for the past year due to his cuts to Senior Center staff. Apparently he’s so out of touch that he never even bothered going down there to ask.
Edited text image of Jim Kastama's claim that Puyallup keeps taxes low, with "truth" crossed out and replaced with "lie".
Incumbent city council candidate Jim Kastama responded to PV4I facts with a claim on Facebook that your taxes somehow went down because “the portion of our property tax bill attributed to the city is (depending on which year in the past you cherry-pick your stats) a lower percentage than the portion going to other tax districts this year … a dishonest logical fallacy because: at the same time Kastama (as he accidentally admitted then deleted in an earlier post) raised all the taxes he could to the highest levels allowed by state law, the school district rate went up even more, causing a huge jump in our property tax bills: the city rate went up 6% or what ended up being $1.08 per $1k assessed value in 2025, compared to only $1.00 per $1k in 2024.
Poster published by the City of Puyallup claiming that their new police station rental will save taxpayers $30 million, with edits from PV4I showing in fact it's costing taxpayers literally $30 million more than the police station portion of the project voters rejected just 2 years ago.
Poster published by the City of Puyallup claiming that their new police station rental will save taxpayers $30 million, when in fact the renovation and rental project costing taxpayers literally $30 million more than the police station project voters rejected just 2 years ago on land we still own adjacent to the new Central Pierce Fire & Rescue Station 72.

The pushback PV4I has been getting from Jim Kastama and Dennis King is telling – their aggressive reaction to our survey about their tax increases show how troubled they are by their own actions. PV4I are all volunteers living in Puyallup – right here in the very districts they represent. We don’t appreciate the name calling and mischaracterizations Kastama and King are aiming at us for bringing to light the taxes they raised, as they admit, to the highest allowed by state law. We became aware of their unadvertised tax increases, and what the taxes are for, after researching the city website (public safety project page, council agendas and minutes) earlier this month. We were stunned, and felt we had to spread the word so neighbors know what they are voting for in this election.

Results of the survey will help PV4I determine where to put resources to keep candidates accountable in the future. Please reach out if you’re interested in helping ensure city council remains fiscally responsible and transparent in the future. In the meantime, click on puyallupvotersforintegrity.org/2025-campaign-survey-on-puyallup-city-council-tax-increases to complete the survey. Personal information will remain confidential, and results are being updated on the survey pages for District 1, District 2, and District 3.

PV4I is required to register as a Political Action Committee with the Washington Public Disclosure Commission. In 2023, we opposed the city’s proposition to build a new jail while our affordable Pierce County jail sits largely unused, and we recommended building an affordable police station on land the city purchased for that purpose. Instead, the city website details how Kastama and King raised taxes to renovate and rent a building for a police station at over $73 million, instead of the $44 million station they proposed just 2 years ago on the land we still own.
